Pubs open 24 hours causing all this social problems is a canard.How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

The "could" in that headline is superfluous. It should be just "Theresa May Call Time On 24 Hour Drinking", as her surname already serves as the main verb.
Any newspaper editors intending to write about what out new Home Secretary is considering doing ought to adopt this tactic and save precious ink.
