Well I believe the Parties have to come up with their own funding, either through Membership subscriptions or Trade Union Fees. So it will be up to them to woo voters in whatever way they see fit. I live in a two party town, Tory or Lib Dem.

The cost of organising an election has nothing to do with the costs to parties of running election campaigns.
