            Allowed? It ought to be actively encouraged, provided we can upgrade the literal meaning of "heretics" to incorporate politicians etc.

                      Be fair - papal infallibity was only declared a couple of hundred years ago. It says that in certain circumstance the Pope can make statements that are without possibility of error. (Not that he can't sin, or can't make mistakes otherwise). Such statements are that Mary was born without sin (Immaculate conception) and that she ascended to heaven (assumption of Mary).
