Don't see why not. I've spent a few days in a Bangkok jail, been held at gunpoint in Nepal and been arrested here and Australia. Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

I've been escorted off a golf course by a guy with a machine gun in Indonesia. (no not an automatic rifle, I mean machine gun)
Something about walking on the grass, he was quite upset.Insanity: repeating the same actions, but expecting different results.

Possibly not - but it winds me up when people start whining about justice when they break the laws of another country.
1.If you love British justice - stay at home.
