There is a point here though; some percentage of people are so highly trained/educated that they can be economically productive by just doing a couple of really clever things each day and taking it easy for the rest of the day doing the ‘presenteeism’ thing. Others have to slave it out all day to produce enough to justify their salaries. That must be quite disheartening when they see the brainy people sitting down taking it easy with a cup of coffee. Although arguably, those of us who actually bothered to do some work at school instead of pissing around and bullying the brainy kids are now reaping the rewards.
you can take that idea further.

there are certaing groups who we train to a high level and then pray that they will be allowed to sit on their bums all day.

    firemen, coastguards, etc

Because if they used the 3 letter word the "thicker" classes would realise just how much tax is being paid!

What is it with all these 'The BBC Understands' that are coming out?

Typical of nuLieBore, they leak the details to their own supporters in the media before announcing to the house.
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

Now's your chance. No stamp duty, Spring time, before the election etc.

According to the beeb "The chancellor is set to axe stamp duty below £250,000 for first time buyers when he delivers the Budget, the BBC understands

I'm not sure how it could be limited to first time buyers only, but if that's the case, it will not give the market the real boost it needs, cutting out investors and buyers wanting to take a second step up the ladder.

Why does the housing market need a boost, other than to prop up people's egos about the worth of their houses?

Because its the biggest (only?) driver of the Uk consumerist Ponzi economy. When prices are going up people spend on everything else leading to a "Boom".
How else are going to get a "boom" going again?
It's certainly not by making and selling things, is it?
