Once all the government agencies and banks etc demand it for every transaction, it becomes a single point of failure - no card =no life.
Some of the basic principles in technology-based security that were true back when I was at college (and probably when Julius Caesar was tattooing secret messages onto the heads of slaves):
- if it can be read, it will be copied;
- if you transmit it, it will be intercepted;
- if you can make it, someone will make one the same.
The cards are not really that important in the grand scheme of things anyway, you have your hand print terminal and you have your back end database with the nation's prints.
You say your name, you place your hand down, the sign says who you are, the card is not needed for identification.
And to all you hacking experts how are they gong to hack that level of card encryption? Incognito already said what the resources were to do it and you all just ignored it.

What you and Incognito are ignoring is that the rate of false positives and negatives for such a large database will be comersurately large.
You don't need to brute force unbreakable encryption to beat a security system, that's what things like social engineering, side-channel attacks etc. are for.
