          Must be a Scottish description, number of rooms not counting toilets and kitchens.

          Is your boiler temperature up too high? With the extreme cold the radiator temp might never have been acheived and the boiler was on full blast and running very inefficently. That is the only thing I can think of, other than your neighbours are piping it off.
