I was in China for quite a while.
I can't explain that website, but guess they have had access to the mobile listings made available by UK operators for directory enquiry purposes.
When I was over, I also noticed if I searched for a few Chinese mobile numbers they appeared on similar websites. Not sure what to make of it. If China ever becomes the call-centre capital of the world, I suppose we can start worrying. -

Armed with an autodialer and a range of numbers, it would only take one ring to see which ones are active, so about a day and no cost to generate this list.
Once you have the list, there are thousands of potential buyers around the world that would buy a copy for a 100 bucks a pop. Not a bad plan B....
