Last September, to great fanfare, HMG launched a quango (located in Wales or some such), to speed UK strategic building applications through the process (in other words, railroad over council objections). They hired a head honcho and other staff. It costs several million pounds a year to run.
So far this quango have done nothing. And they can't do anything. Because the government forgot to sort out their legal framework.
