More of a moan I think. A whinge is more first person whereas a moan is usually third person.

A complaint is first to third person and a rant is pure solo.

Morning all, lovely day isn't it? Lots of rain, good for the garden!

It may be cloudy outside, but I'm all sunny and warm on the inside after my nice bowl of delicious porridge from EAT. Yum yum.
