This is correct, Police will only investigate fraud cases when a complaint is made to bring their attention to it, likewise HMRC unless they turn it up as part of an investigation instigated elsewhere.

A short. polite letter to the chief constable of the force in whose jurisdiction the fraud took place detailing the grounds for the complaint should do the trick. Likewise to the appropriate tax office for HMRC.

The police may still bat it away saying that the individual concerned has claimed it was an honest mistake and that there is no way to prove otherwise. HMRC may be a bit more tenacious.

The MOD are incredibly strict. Any expenses fiddle, no matter how small, can result in summary dismissal AND loss of pension.

But then, they do send you to meetings on a 1st class travel warrant, provide transport to take/collect you from the station etc.

Is there any etiquet over who can make these complaints? Does it have to be Parliament or can anyone do it?

I for one would love to, in fact all of us that have an MP who has been named and shamed should consider it our democratic duty to put in a complaint to the police.

"Come the revolution...." Well that revolution may be already here?

        A complaint has been made.

The discrediting and ultimate dissolution of the British Politcal Class remains our indispensible objective - the Public must be persuaded to reject the British Political system to embrace its replacement - the superior New World Order Government.

Per Guido Fawkes, the police are there (Parliament) now.
