I thought it was Germany that declared war on the USA, after Pearl Harbour.

IIRC America declared war on Germany shortly after Germany declared war on America because America had declared war on Japan. Yet one should remember that at the time Germany accused America of waging war on them since 1937.

That is a very good question. The Japs did have another real strategic option.
Instead of attacking the USA as a means to securing the oil. Stop the big fleet movements, concentrate even more forces to defeat China. After China , pick up the Pacific pieces left of the British empire after Adolf has UBoated them into oblivion.
If the Brits are still hanging on, mobilise a part of the fleet against them, leaving the USA with one big dilemma.

One of the sticking points in the Versailles treaty was about free movement of ships at sea. Britain didn't like it, but the yanks did.

Comes back to the Versailles treaty whichever way you want to look at it.

Totally agree. I'm at BT and the contractors have been cut to the bare bones and replaced with cheap labour that can't do the job properly but the bean counters at the top are loving it (until they actually need to deliver something to the client then the tulip hits the fan)

"Not Bad Obama" - Yeah close enough.
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
