Budget box - why is it so scraffy and scratchy?

I thought GB had a new one made when he became Chancellor. Seems that's the budget box has been kicked about a bit.

It's from the wee squirrels scrabbling desperately at the briefcase they're bent over, getting a good rogering form the Chancellor. Symbolising the shafting he's about to unleash on the equally poor unsuspecting public.

You probably wouldn't get it (The non consensual part of that I mean. I'm sure the squirrel ******* part you'd be au fait with).
