Also worthy of note is that said numbers aren't restricted to integral values: for example, Newfoundland is UTC-3:30

It's a little known fact that New Zealand is the first country (of any decent size anyway) to see the sun every day - hence while you guys are grovelling around on a cold Thursday afternoon I'm already tucked up in bed on a Summery Friday morning.

But, as Al Murray says, we decide what time it is all around the world. We (the British) created GMT which means the Germans don't sit down for their lunch, until we say its 1 o'clock!
