For large-scale outsourcing deals the average manager shouldn't even be involved. It's CTO's and FD's who are interested in the numbers.

No it hasn't. Have you seen how well the top outsourcers are doing at the moment?

Oh right, so if I come back to the UK, will you throw someone out to give me a 100k pound salary, a nice house in the country and the best pension plan in Europe? Because if you chuck out Johnny Foreigner, then foreign governments will chuck out all the British expats, and there are a hell of a lot of us. 8 million at the last count I believe.

What if such condition was ability to speak perfect Queen English? Unless the job totally requires it (like police force should not be member of any political party) it should not be a condition, if it is then it is, in my view, as illegal as stating you need to be white or black for the job (unless the job requires it like say in acting it would be difficult to get black person to play Hitler, unless it is comedy).

CTOs and FDs are generally even dimmer than the middle managers, judging by the mess they’ve made of the banks, the US car industry, British industry, etc.

Outsourcing is not failing the outsourcing companies; it’s failing their clients, and slowly their clients are realising this. These things don’t change quickly, but they will change eventually. Anyway, the outsourcing party here are refusing work at the moment because they’ve run out of programmers on their Indian site; the work’s coming back to Europe.

                    So to sum up:

                    - CTO's and FD's are more stupid than middle management
                    - Contrary to your earlier claim, outsourcers are actually doing so well they have to turn away work at the moment.
                    - This will all change in the future.

Thanks for clearing that all up

Not a joke at all. No British person should be on the dole by being put there by a foreigner.
