A "friend" of mine is tracing someone at the moment and has enlisted help from a security expert who has pulled out phone conversations from 7 years ago, i've listened to them they do exist. Everything is already being monitored, the law they are trying to pass just allows them to use this data with more scope.

You guys do realise that todays military intelligence ARE running quantum computers. Go look on google, wikipedia for Quantum Entanglement. It's been known for 70 years. In 50 years time we'll all get to use it on our latest Xbox 36000.

Where is the proposed manpower to achieve this ? You need highly-trained staff to assess such messages, and each one may require even more study and cross-checking.

We have been monitored and watched for many years - what do you think GCHQ and there unquestioned budget really is for?
As far as sheer data and analysis - it is all crunched and assesed - Echelon wasnt just fantasy it was a core system for tracking key information.
Websites are also routinely scanned by government servers for contents et al
Stepping into London - you cannot go anywhere without being seen, and with a mobile fone you can be tracked every step of the way. All your text messages etc are stored with your Telco provider as are calls which get recorded and kept for upto 25 years - probably more now.
