As for the cost - it was nearly 20 years ago so I am not sure. I was a student then and students were given a discount - well the ones that bothered to pay did.
I remember walking into the payment office after getting a threatening letter. They had sent ten payslips demanding about £1.50 a payment. So I paid them ten separate cheques* for £1.50 each. The cashier was not amused.
* In those days it was still usual for banks to charge customers for processing cheques and everything else, but students usually were given accounts without charges.Comment

The poll tax was a lot fairer than the current system. Unfortunately the people that did not want to pay it were in the majority and rioted, and thus yet another good idea by Maggie was binned.

If you want to take the debate down that route then I would argue that money is a crude way of measuring success or ones contribution to society.
