        One of the things people objected to was the fact that a house containing ten adults would pay ten times the amount of one person rattling around their own mansion.

        As for the cost - it was nearly 20 years ago so I am not sure. I was a student then and students were given a discount - well the ones that bothered to pay did.

        I remember walking into the payment office after getting a threatening letter. They had sent ten payslips demanding about £1.50 a payment. So I paid them ten separate cheques* for £1.50 each. The cashier was not amused.




        * In those days it was still usual for banks to charge customers for processing cheques and everything else, but students usually were given accounts without charges.

            Well, each person consumes and creates rubbish to remove, probably 10 times the risk of police/fire incident, so it seems pretty reasonable.

            But assuming the students at the time were like those shown in "the Young Ones" then I am not suprised it failed

                The poll tax was a lot fairer than the current system. Unfortunately the people that did not want to pay it were in the majority and rioted, and thus yet another good idea by Maggie was binned.

                      If you want to take the debate down that route then I would argue that money is a crude way of measuring success or ones contribution to society. To have a society entirely governed by ones ability to earn money would not work.

                      This is why tax is graded according to means. If you think otherwise then do explain.
