Stop using chav: it's deeply offensive
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

Actually, I find it slightly offensive when people use it like this - outside of the context of a particular type of behaviour, and as a broad brush against people from lower incomes.

The word is either offensive or it is not. My definition of a chav is anyone (from any social background or creed or race) who behaves in any anti-social way.
