Simple. Cut and paste that spec into the section on your CV headed Skills.
Sorted.

I have in fact had an agent email me the job spec and ask me to do that ffs

Do it. If you don't get an interview, shop 'em to the DTI (or BERR or whate1ver1 they are now...)
