    Shakespeare didn’t even come up with any new letters. All he had were the exclamation and question marks, of which he made liberal use. He was more into creating whole sentences than letters though, with ambiguity his tool rather than explicitly stating emotions. Someone did some great work inventing the exclamation mark at some point in history but sadly no one followed up on this sterling work until recently

      Medieval monks, I think. The question mark is a shortened form of "Questio" ("I question"), and the explamation mark is short for "Io" ("I rejoice").
