oh dear hyper - you are really struggling/dense (delete as applicable). Where is the contradiction? Are you referring to the initiator or the defender? The commandment is as passive as it is active. If by your inaction someone is killed you are also guilty of breaking that commandment. Guess you skipped ethics at school.

That's largely because the West (predominantly Christian) have been engaged in asymetric warfare where they have not been at a disadvantage militarily. In instances where they don't have the conventional means to fight back (Palestinian Christians), the Orthodox Church in Jerusalem is fully supportive of suicide bombers.
