Speed limits are primarily set for the benefit of the ruling classes.

That means drivers will expect people to be travelling at a certain speed and will react accordingly.
In the UK it's not uncommon to find people driving to slowly in good conditions for no reason in the wrong lane, and too fast in bad conditions.
