I think "The adventures of Mary, Mungo and Midge" has already been written.

I was thinking more of a bumbling mutt and his intelligent, but exasperated, sleuthing owner. It would be a kiddies book.

It really does depend on the boat, I am thinking of getting a laser class dinghy which you can get for about £1500 second hand, hardly going to break the bank is it?

If you are thinking about a 35ft yacht moored in a posh marina and you're only going to use it for 2 weeks of the year then yes this is probably true.

Science isn't about why, it's about why not. You ask: why is so much of our science dangerous? I say: why not marry safe science if you love it so much. In fact, why not invent a special safety door that won't hit you in the butt on the way out, because you are fired. - Cave Johnson

In my experience, if you have a 35ft+ yacht in a Marina, you make sure you use it a damn site more than 2 weeks a year.
