The inspiration for Coca Cola was a tonic wine Vin Mariana - a cocaine-laced wine very popular in Europe in the mid-1800s.
Pope Leo XIII (1810-1903) endorsed Vin Mariani.
When Colonel John Pemberton in Atlanta brewed up his first batch of Coca-Cola in 1886, he was trying to imitate Vin Mariani but dropped the wine to avoid problems with Temperance groups. Pemberton did, however leave in the cocaine... which remained in Coke for at least the the next twenty years.

A bit of cocaine was probably not much of a problem anyway.
Can't be bothered to look for it but some experts think the addictive effect of cocaine and heroine is much overdone, they point out how enormous numbers of US troops in Vietnam picked up a heroine habit to cope with stress but gave up without help when they got back home. If anyone has read "Marching Powder" (based on true story) they must have been struck by the way the resourceful central character reduces his Cocaine habit when he needs to, although that was not crack of course.
Maybe not so much that hard drugs produce criminality and dependency but that criminal and dependent sorts turn to drugs.
