    No is the answer to both questions.

    the money that we pay in tax is first and foremost spent on increasing the power and influence of the government and the state. The needs of the consumer (us) come a long way behind.

    Your argument is the old one that presumes that a sh*t service is the only choice we have, so pay your tax and lump it. Not so, until the socialist scum that run our public services learn that they are the servants of the people above anything else, then they have no right to our tax.
