Sounds like a bizarre prioritisation of council tax payers' money to me when as you say, social care budgets are being squeezed. Incidentally (and this is about cut services, not your point about prioritising single Asian mothers' nappy coordinators) most of the pressure on council budgets comes from cuts from the central government grant to local councils, which I believe, makes up most of councils' income. It's an unpleasamt NL trick to cut local services by proxy and blame local councils.
