The concept is more applicable to UK plc as a whole ! We have borrowed a lot of money to buy the same old houses off each other as before the boom and then fillled them with imported stuff. The result is a huge pile of debt with no gain in productivity and big problems when nobody wants to give us more money to keep the whole thing going. If UK plc is borrowing to invest in skills and industry then theoretically we will be able to use those skills to export stuff and pay back the money.
