Like the article says, it's been tried several times before and it has never worked.
I guess if the New Lie pump a few million quid of public money into it one of their donors will be able to return the favour in the form of a "loan" to the party.

So a highly skilled person comes to the UK for work but has to clean graffiti off the walls in his local estate first?
Well, the graffiti cleaning companies are much like us contractors, so don't expect the New Lie to hold back in using any potential opportunity to destroy their businesses.
