Network Rail fined £6.7m over fatal Stonehaven crash

    https://www.theguardian.com/uk-news/...onehaven-crash

So how does this work? Does Network Rail really pay a fine and have less operating budget, or do the government pay Network Rail the money to pay the fine?

Jost wondering whether this is another of these circular cash flows with a chunk of admin costs.
