No, there's a massive difference. Geoffrey is a Tory. As well as working in the BVIs, he also worked for the BVIs from his office in parliament, which is all perfectly acceptable to Hooters.…Maybe we ain’t that young anymore -

The snag is that by prohibiting second jobs, you would likely end up with a lot of low grade local government type functionaries with no experience or inclination to do anything other than meddle in peoples' personal affairs, especially if the pay and pensions etc were not excellent.
How would "no second job" work for people who own their own business?
