    All ministers leak, obviously, it's not just British politics, it's just common sense that it happens in any reasonably open country.

                      I can imagine him saying something like this in exasperation. Because the people who only care about money, the businesses that sponsor the Tory party wouldn't and quite clearly don't give a toss if thousands died as long as they were making money. As long as it isn't them that die of course...

                      So I could quite see him suggesting this as a possible scenario. "Let there be thousands of deaths, as long a business is making money who gives a poo".
