I have had "warning messages" from Vodafone and GiffGaff and I previously wrote about it on CUK.
At one time I received massages about the introduction of EU roaming charges at the end of 2019.
I received another lot of messages in 2020 saying that under the T&Cs they reserve the right to withdraw free roaming if your EU calls are greater in number of you UK calls. In other words, roaming should be occasionally and not for long periods.

Saw a similar one the other day n all, thought nothing of it. I have to use a UK number for certain businesses / clients who cannot accept a EU number. If they think I'm paying that they can go and whistle.
So much for Vodafone saying they'll not increase prices.
As for you "certain businesses / clients", I thought your only work these days was gambling on stocks and that you haven't needed to do 'proper' work for over 2 years now? Are is this 'client' your broker calling to warn you that your FTSE 100 put is about to go pop and how would you like to pay your £250k invoice?I am what I drink, and I'm a bitter manComment

Vodafone to use it's network when Vodafone was in a poor signal area, those days have disappeared. Various governments had raised the issue of why companies such as Vodafone and O2 charged roaming on the on networks.
