I agree you shouldn't go under the circumstances. It isn't abnormal to start without the paperwork, but the agency should at least sound like there's no probs.

This sounds however the client is causing problems, rather than the agency. In that case wait for the Agency go ahead.

I agree. If the agency aren't falling over backwards to ensure you turn up then something doesn't sound right.
