1 - He can't delay it. The Constitution says he can't.

It would make the difference - supress Republican vote because historically they did better job at it than Democrats
He obviously knows he can't do it, or maybe he is too dumb to comprehend it - either way he is just looking for something to blame for his own failures, what a fooking loser.
He's obviously going to sit and sulk in the White House if he loses; there will clearly be no congratulatory phone call. The legal process will be entertaining.
He and his family needs extensive pardons before he leaves office - and I doubt blanket pardon (for any crimes ever done or done in the future (by continueing to evade taxes) would stand legal scrutiny, even if Pence does it in the first place - that might doom his career which he certainly cares about a lot.
And then there are usually state crimes that mirror federal crimes but can't be pardoned.
