The annual Bloomberg Innovation Index, in its seventh year, analyzes dozens of criteria using seven metrics, including research and development spending, manufacturing capability and concentration of high-tech public companies.

"The Bloomberg Innovation Index is an annual ranking of how innovative countries are. It is based on six criteria: research and development, manufacturing, high-tech companies, post-secondary education, research personnel, and patents. Bloomberg uses data from the World Bank, the International Monetary Fund, the World Intellectual Property Organization, the United States Patent and Trademark Office, the OECD and UNESCO to compile the ranking"

Based on all that they then publish the Bloomberg opinion on which countries are the most innovative.

Nearly every member of the EU is higher in the "innovation" rankings than the UK. I reckon there's someone like Grayling in charge of the bribes, he got all confused and bought a panda instead.
