Imagine going into a car dealer and asking them the price of a car. They say £69,950 and you say “no” and walk out the door.
You have failed at negotiating.

Walk in, ask the price, discuss options, consider what you can bargain with, consider what they can bargain with. They might not be able to throw in many upgrades to the build of the car, but they could throw in mats & flaps and maybe free servicing, etc.
If, after negotiating, where both sides have discussed what they want/can offer, that you know you’ll get a better deal elsewhere, then walk away after negotiating.
