The idea is that if the super rich are too super rich there is little trickle down. And that if inequality keeps growing then the country will stop functioning. Money needs to circulate.

How can a super rich ever be bad for economy ? He will always spend money in the country.
so drive him out and instead invite some benefit seeking asylum seekers ?
