For starters, a eugenecist would have studied the evidence and found out that it's not true. And would then conclude that being lazy and feckless is not heritable by genes.
Whether fecklessness and laziness are culturlayy heritable is a different question and not in the specialisation of eugenics. You need an anthropologist for that.

If, as seems to be the case, there is more variation within a race than between races then comparing them is deeply flawed.
IQ is flawed too.
For example, unlike Westerners, Chinese people (and other Asians) seem to believe the brain is more plastic and flexible than Westerners do.
So if a kid is poor at maths, in the West he would be steered on to something else, in the East they would get more tuition in the belief that hard work can improve the brain's capabilities.
Until these flawed concepts of both race and IQ are clarified comparing "races" on the basis of "IQ" is silly.
The antithesis to the "Bell Curve" is Gould's "The Mismeasure of Man". On amazon, the racists have come out in force to slag it off just as they give 5 stars to the "the Bell Curve".
On a scientific level, if you read with an open mind, Gould's is much the better book.
FWIW I believe in the cyclical interpretation of history - top dogs today are not tomorrow, so making judgements on the basis of the current situation is flawed.Hard Brexit now!
