The Home Office website asks EU citizens not to apply for PR now:
Possibly something to do with the backlog of around 100,000 applications that they can't process yet - to process the three million EU citizens (assuming they apply for PR) will take around 47 years at current rates of processing applicationsUnder EU law, you don’t need a document to confirm your permanent residence status in the UK.
