To me it looks like "hosting the blockchain on your computer = (potentially) having illegal content on your computer" to scare people off. Could be an attack on decentralized blockchains.

With a global internet and 'cloud' hosting maybe the solution is to be based nowhere officially, so no jurisdiction other than the UN (the biggest toothless bunch of
s with all the vetoing that goes on
) and no tax to pay. All handled in non-geo specific cryptocoins. 
That or based in international waters like that pirate radio station on a boat somewhere.
Globalisation can have unforeseen circumstances.
