Does anyone know which developed countries rely solely on WTO rules?

Very few if any. They are the default starting point from which more sophisticated arrangements can be made.

What the UK is doing is pretty unprecedented.

They are limp home mode. They keep the wheels turning, but not designed for speed and efficiency.

We need to go through a re-birth on the world stage. WTO will give us a framework to build on - if we need it.
