Agreed, and this is only the start. I listened to Gauke doing the rounds afterwards, and it's quite clear that the self-employed/worker is the focus for round 1 (of course, this is only an iteration of an ongoing round 1 that probably hasn't finished). The C4 NI and dividend tax are very much aimed at reducing the tax gap on the worker end of the contract chain, so EeNI. The businesses will be the focus of round 2 in terms of ErNI. This will include companies like Uber etc., but also our clients, and our own Ltd. companies. There's no way they're going to draw the net in on ErNI without addressing PSCs. For example, they may mandate that companies (clients) pay a levy that partially offsets against lost ErNI when recruiting the self-employed and PSCs (to be defined in some way), which then gets passed on in terms of reduced rates. False self-employment (IR35 reform) is a related but separate issue. Either way, you can bank on them adopting a way more complicated approach than is necessary.

"Hammond’s special adviser, pressed repeatedly, insisted the chancellor’s decision to increase class 4 National Insurance Contributions for the self-employed did not breach the Conservatives’ manifesto — because “tax lock” legislation, published after the election, did not include details about which classes of NICs were included.”

“The manifesto is not the place you should be looking for it; you should be looking for it in the legislation,” she said.

Osborne’s “tax lock” was a way of strengthening the party’s tax promises by passing them into law. But the manifesto said clearly that the Conservatives would, “commit to no increases in VAT, National Insurance Contributions or Income Tax”. "

Oh dear - Labour is against tax grabbing Tory Scum:

"Labour will oppose the £2bn Tory tax on self employed low and middle earners. #Budget2017"

"And this is what David Gauke, the chief secretary to the Treasury, told the BBC’s budget programme when asked to explain why the government was raising class 4 national insurance contributions (NICs) when it said in its manifesto that it would not raise NICs

The intent of the manifesto commitment was legislated for [in the government’s tax lock legislation], and that covered class 1 national insurance contribution, which is the rate that applies to employees. It didn’t cover class 4, which is what we are increasing today.

One of the reasons for that was at the same time we were abolishing class 2. So you’ve got to remember that for most self-employed people, if you look at all the reforms to National Insurance contributions that we are making over the next couple of years most of them will be paying less in National Insurance contributions, not more. The relatively higher earners will be paying more - that is true. But the majority of self-employed will pay lower levels of NICs in three years’ time than they do today."

Tory Scum - breaking manifesto and then insulting intelligence by pretending they did not.

They're definitely coming under some pressure w/r to the manifesto commitment, mainly in the form of derision that the manifesto was talking about C1 NI . Not a good look. Could go non-linear quickly if enough backbenchers make a fuss, but I doubt it, and Corbyn didn't even mention it is his live reply, so any pressure will be internal

30 mins of "pressure", big deal.

Breaking manifesto promise should be equal to forcing new elections + putting in jail those who broke the promises.

With an effective opposition, it would be more than 30 mins. There's a motley crew of Tory backbenchers coming out against it, but this probably isn't another pasty tax because the mainstream press are being fairly kind so far. Will be interesting to see the front pages tomorrow.

Why should Labour oppose Tory Scum increasing taxes? They are doing their job!

Komrade Korbyn can relax and wait 2020 when he gets in by a landslide, I'll probably vote for him too.

It does beg the question as to who isn't going to tax us to death! I'm no Tory fan and certainly didn't vote them in, but I did naively/selfishly think we might get some benefits out of them!
