                  I don't think he could. We've already established that it wouldn't have been constitutionally valid to have done so. There would have been an emergency injuction against him doing so whilst court cases raged on, probably even to the point of the original Article 50 notice having to be revoked, possibly via the ECJ (which would have stoked the more hardened Leavers even more).

                  This way, there is no question that having fluffed the original legislation so that it wasn't binding, that any Article 50 notice so invoked will be constitutionally valid.

                  Besides, Cameruin was too busy staring at the tatters of his presumed future EU career.
