I think he brought dignity to the office and someone who probably wanted to do more. But he didn't do enough, and so has failed.

There was enormous hype about Obama, so if you consider hype vs achievement he's probably a spectacular failure. Though Trump may well trump him on that.
Everybody had low expectations for W, but perhaps he wasn't as bad as people might have thought.Will work inside IR35. Or for food.Comment

He did ok. He never had the house of representatives so many of his directives never got passed the house.
Now Trump does have the house so he can get some radical right wing policies through it.Make Mercia Great Again!Comment
