Dodgy timesheets

Fire him asap. If he went into a shop and took money from the till he would be arrested. Why is it any different for him to swindle money out of your employer?

We had somebody doing the same thing at a place I once worked at - actually there were a few and a contractor was responsible for signing their timesheets who was also in on the scam. A fellow contractor and myself made it clear we knew what was going on and that it had to stop - this crowd worked with us and we were concerned that when the sh1t hit the fan that we could get caught up in it. They didn't stop so we dobbed them in. Thieving feckers. They got away with literally thousands.

Alright. Have a word with him. Tell him to make the time up.
Then if he gives you tulip - fire him.

Remember contractors are the scum of the earth and should be treated as such.

Sorry, I did mean to post a sensible reply.

I think you should make it clear that you are aware that the hours don't add up. If he's a useless git - fire him. If he's good - give him up to two weeks to make up the time.

If he's allowed to take the p1ss and get away with it your other team members will get annoyed and your project is screwed.
