Practical problem - can you prove it? If so, fire him. If somebody needs "a quiet word" before they are prepared to be honest they are tulipe anyway.

I think you will find such an activity is classed as 'mail fraud' in the US and is a criminal matter as soon as his invoice is posted.

Sorry, I did mean to post a sensible reply.
I think you should make it clear that you are aware that the hours don't add up. If he's a useless git - fire him. If he's good - give him up to two weeks to make up the time.
If he's allowed to take the p1ss and get away with it your other team members will get annoyed and your project is screwed.
