what about this, a like minded group of people with sufficient financial resources, join together, and buy up all the properties in a run down neighbourhood, therefore making it a nice neighbourhood overnight and obviously enjoying watching the property prices rise accordingly
you could do that in any city in any country
all those who have stable jobs paying sensible local salaries but are finding themselves priced out of their traditional local market could join together and buy up a swathe of properties in a run down area and voila problem solved,
principle applies as well in the UK as other countries
it's called gentrification isn't it
