              As I understand US politics it's debatable whether the President actually has more or less power than the speaker in The House. It's not like the UK where 37% of the vote entitles you to do whatever you want for 5 years.

                  You need agreement from all three, so if the President isn't behind it, it ain't going to happen. It would need to be a cross party initiative.

                  In the same way if Congress said they didn't want a trade deal it would be dead in the water even if the President wanted it.

                    What he finds funny is that we are using unaccountable foreign negotiators to negotiate with the EU, which while we are in it is accountable to us through MEPs and the UK government (then again I know how it works having talked to insiders).
