Do you know what the opposite of an over round is? Overbroke.
When the return is less than 100% you can bet on all outcomes and never lose.
He was saying that the fight might get cancelled or rescheduled and all bets are void. You have to be careful with the fine print, like checking a football bet covers the final result not after 90mins, etc.
Makes no odds, the Westminster MP's have already said they will null any Brexit vote effectively through Parliament.
That would be a just cause for democratic revolution !
"A democratic revolution .. a revolution in which a democracy is instituted, replacing a previous non-democratic government"
The Queen still has some options to step in ...
Appoint/Remove Ministers – Her Majesty also has the power to appoint and remove Ministers of the Crown
Royal Assent – It is The Queen’s right and responsibility to grant assent to bills from Parliament, signing them into law. Whilst, in theory, she could decide to refuse assent, the last Monarch to do this was Queen Anne in 1708

Having spent almost a year at the BBC, I can assure you their left wing bias is close to legendary. The only reason they "trashed" Corbyn is that they desperately wanted him to win, and realised he was a useless tosser who no-one with a functioning braincell would even consider voting for. It's kind of like punishing one of your kids for failing an exam. You hate to do it, but they'll never learn otherwise...
His heart is in the right place - shame we can't say the same about his brain...
