Switzerland is voting on a similar proposal in June - 2500CHF per month per adult resident, a smaller amount per child. The idea is to reduce the size of the benefit system. After a certain point, the money is clawed back via taxation. Since people, at least up to that point, keep what they earn extra, it should reduce benefit dependency.
